The ICCF webserver was updated this morning:

The revised Tournament Director's Manual is now fully supported, all TDs can now update their speciality (Server or Postal) and language preferences.  The progression of TDs through Level One, Level Two and IA is now shown on the achievements page, progression from Level One to Level Two TD is handled automatically by the server.  The TD test will be available online later in December and be mandatory from 1.4.2016.  Further details are available in the new Tournament Director's Manual.
 
Tournament Organisers can now set "Sofia Rule", limiting draw offers before a specified rule.
 
Draw offers will be further restricted in ICCF events starting from 1.1.2016 according to recent changes in the Code of Conduct.
 
Title norms will only be awarded to players scoring at least 35% in tournaments starting from 1.1.2016 onwards.
 
Norms for the new ICCF titles "Correspondence Chess Expert" (CCE) and "Correspondence Chess Master" (CCM) will be available from 1.1.2016; lady players earning these titles will have the option to convert these titles to the LIM and LGM titles by contacting the ICCF Qualifications Commissioner via their National Delegate.
 
The server will now award "Pending" titles automatically, titles will remain pending until confirmed by the ICCF Qualifications Commissioner.  The list of pending title is available from the Achievements page.
 
Online voting for delegates will be available in advance of the 2016 Congress in Bremen, Germany.
 
Several bugs have been fixed.
