Only one player per team may be substituted during

2. Methods of Play
|

|
All games by Email, with a team captain appointed
for each team. Should a technology breakdown occur, moves to be
channelled via the team captain until service is restored.

|
Use of ICCF Email playing template is mandatory.
|
|
3
|
Notation in either PGN-format or international numeric,
unless both players mutually agree to use another notation.
|
|
4
|
Full gamescore in PGN-format must be sent to TD to
achieve a result in any game.

3. Playing Rules

|
Normal ICCF Email Rules will apply. (new email rules
approved on ICCF Congress are not valid for this event)

4. Teams
|
|
1
|
Teams can represent countries, regions, towns, clubs,
associations, groups etc. (eg Glasgow (SCO))
|
|
2
|
Teams can elect their own names of not more than 12
digits, followed by the 3 digit country code (eg. Switzerland (SWZ)
|
|
3
|
If two names are identical, the TO can add a number
(eg. CAPA2 (ARG))
|
|
4
|
Teams must send their entries and payments to one
of the ICCF Federations. (see the attached list)

5. Ratings and Titles
|
|

|
All games will be included
in the ICCF Rating System. |

|
Where title criteria can
be satisfied, title norms will be available.

6. Administration
|
|
1
|
Overall control will be the responsibility of the
Deputy President (Tournaments), with delegated authority to the
ICCF Email TO.
|

|
Each Preliminary Section and both Finals will have
a TS responsible, as appointed by the TO.
|
|
3
|
An Appeal Tribunal will be available to arbitrate
on any disputes with TO/TS decisions.
|
|
4
|
Each Member Federation
will be responsible for all teams entered via its Paying Office (payment
of fees, conduct of the teams etc.). |
|
5
|
A fee of CHF 40 will be
payable for each team, by the responsible federation, in accordance
with the normal procedures as defined by the ICCF Treasurer. |

|
Entries and team details must reach the ICCF Email
TO before 15th May 1997, and play in the Preliminaries is scheduled
to begin on 1st July 1997. The planned closing date for the Preliminaries
is 31th July 1998, with the Finals due to start on 1st September
1998.

On this first event, and due to number of teams, it
was decided the following: only one Final group, 2 first teams placed
on each group (B, C, D) qualifies to the Final, plus 3 first placed
teams of group A, with a total of 9 teams for the Final step.
